Recently, Devlet Bahçeli, the leader of ultra-nationalist MHP party, and a prominent ally of the reactionist AKP government, extended his hand for a handshake with the representatives of DEM Party, a prominent pro-Kurdish opposition party. This seemingly simple gesture has reignited discussions surrounding the long-rumored “peace process,” a critical and contentious issue in the country.
The government has been categorically denied any peace process (which they call a solution process) but after a certain point, their insistence that “this is not a solution process by no means” is increasingly untenable. Statements from DEM representatives and from those in-the-know with the AKP government make it abundantly clear that there is a process in motion. The terminology employed by the government cannot obscure this reality. Moreover, the prior “solution process” produced no genuine resolution—a fact the TKP anticipated from the outset, asserting that the AKP lacks the capability to solve any of Turkey’s problems.
Nonetheless, the AKP’s inherent inability to resolve these issues underscores the urgency of placing the Kurdish question at the forefront of public discourse. Some may claim otherwise but Turkey does have a “Kurdish Issue” and not discussing would only deepen the problem. To put it bluntly, it is profoundly misguided to permit the AKP and its allies to dictate the terms of discussion, relegating critical issues to taboo status at a whim.
TKP pays regard to the essence and not the appearance. The detrimental consequences of dividing our citizens based on misleading notions of patriotism, nationalism, and hollow solidarity are evident. No issue can be effectively addressed without confronting social system of the pervasive injustices and corruption. The Kurdish issue cannot be simplistically framed as a “terror issue,” nor can it be assumed that resolving it will automatically remedy all other problems.
The position of the Communist Party of Turkey on this subject is crystal clear. In the reports of the 14th Congress, the Party underlined that that the Kurdish issue cannot be resolved by merely redrawing borders or through local governance, autonomy or federation. Party further stressed that no ethnicity will be favored or privileged in Turkey once the country is freed from the exploitation and is living in equality and harmony and detailed the path towards the solution.
The current unnamed process lacks both legitimacy and clarity, and we share the following determinations with the public:
1. Issues concerning the society in its entirety cannot be discussed behind doors. Kurdish issue can be confined to the jurisdiction of the National Intelligence Organization (MİT) or any single institution.
2. Any development that will result in the release of political prisoners, imprisoned under fabricated charges by the government, in cessation of despotic practices like appointment of administrators over democratically elected mayors, and in ultimately giving more grounds for political engagement is encouraging and positive.
3. It is unacceptable to suppress discussion of a major issue based on “terror” accusations. It is equally utterly unacceptable to launch a reign of “solution terror” under the guise of “solving a problem”. AKP having perpetuated both types of these injustices cannot claim to be a credible actor.
4. Current government lack the legitimacy to draft a new Constitution. The TKP will staunchly oppose any Constitution that emerges from any secretive agreements masquerading as a “peace process.”
5. It is not surprising that a new process was set in motion at a time where the tensions and conflicts arise and the precursors of an extensive war emerge in the region. Any cross-border interventions or attempt at intervening in the internal affairs of neighboring countries under the pretext of national security or likely resolution of the Kurdish issue, must be vigorously opposed. It seems that preparations are underway for such interventions which will be presented as opposing the plans of the USA and Israel. This, however, does not change the fact that such interventions are in full compliance with the imperialist plans of Israel and other countries. The current government has openly demonstrated its boundless hypocrisy on the issue of Palestine.
6. So far, both “sides” expected to sit on the table for the “peace process” have, in their own ways, expressed the notion that Islam offers a suitable platform of dialogue in resolution of the Kurdish issue. This perspective undermines the founding principles of the Republic of Turkey. We must resist the institutionalization of Neo-Ottomanism in regional politics and the dilution of secularism in our political and social realms.

¡Exigimos claridad y honestidad!
El líder del Partido del Movimiento Nacionalista (MHP), Devlet Bahçeli, extendió su mano para un apretón y, de repente, el tan mencionado “nuevo proceso de paz”, que estaba “a punto de suceder”, se convirtió en el tema central.
La insistencia del gobierno en que “esto no es, en absoluto, un proceso de paz” pierde sentido en un punto. Al observar no solo a los representantes del Partido DEM, sino también a los del AKP, se puede observar claramente que ha comenzado un proceso que no se limita a lo que se dice públicamente. El gobierno puede llamarlo como quiera. El proceso de paz anterior denominado “proceso de la resolución”, de hecho, acabó no resolviendo nada. El TKP, lo había afirmado al comienzo de aquel proceso y había declarado claramente que el AKP no podría resolver ninguno de los problemas de Turquía. Lo mismo es válido hoy.
Sin embargo, el hecho de que el gobierno no pueda resolver ningún problema no minimiza la importancia del tema. A diferencia de lo que algunos afirman, en Turquía existe una “cuestión kurda” y la actitud de impedir su discusión solo profundiza el problema. Para ser más claros, el hecho de que los problemas de Turquía solo puedan ser discutidos cuando le plazca al AKP y sus socios, mientras que en otros momentos se convierten en tabú y en tema de prohibiciones, es un verdadero despropósito.
En este sentido, el TKP presta atención al contenido, no al envoltorio. La situación en la que se encuentra Turquía, con una división que se esconde detrás de conceptos como patria, nación, religión, democracia, paz y hermandad, hablando a las diferentes sensibilidades de nuestros ciudadanos, es evidente. Ningún problema del país puede resolverse sin cuestionar y oponerse a un orden social que rezuma injusticia y decadencia por todos lados. Decir que “en Turquía no existe una cuestión kurda, sino un problema de terrorismo” no elimina la cuestión kurda, al igual que decir “resolvamos la cuestión kurda, y todos los demás problemas se resolverán” sería extremadamente sinsentido.
El enfoque del Partido Comunista de Turquía respecto al tema es muy claro y directo. En los documentos del 14.º Congreso de nuestro partido, se ha enfatizado que la cuestión kurda no puede resolverse con la indeterminación, expansión o fragmentación de las fronteras de Turquía, ni con modelos como localización, autonomía, federación, o similares. Se ha señalado que en una Turquía libre de explotación, en la que todos los ciudadanos vivan en igualdad y hermandad, ninguna etnia podrá ser privilegiada o superior a otra, y se ha detallado el camino hacia la solución.
Aunque no creemos que la mesa que se ha establecido o se está estableciendo en el proceso actual, cuyo nombre y objetivo no están claros, pueda resolver algún problema, el TKP pone la siguiente evaluación a la disposición de la opinión pública:
1. Los temas que conciernen a todo el país y a la sociedad no pueden discutirse a puertas cerradas. La cuestión kurda no es un tema que pueda caber en el ámbito de responsabilidad de la Organización Nacional de Inteligencia (MIT) o de cualquier otra institución.
2. Cualquier desarrollo que amplíe el campo político, como liberar a los detenidos bajo acusaciones inventadas y por la voluntad de la autoridad política, poner fin a la práctica de los interventores impuestos (kayyım) y medidas similares, es positivo.
3. Así como es inaceptable que se impida la discusión de una de las cuestiones importantes del país con el pretexto del “terrorismo”, tampoco es aceptable que se establezca un “terror de la resolución” bajo el pretexto de estar resolviendo un problema. No se puede permitir que el gobierno del AKP, que fue el principal actor en ambas imposiciones en el pasado reciente, vuelva a asumir el papel del “ladrón audaz”.
4. El gobierno actual no tiene legitimidad para escribir una nueva Constitución. Así evaluará el TKP cualquier Constitución que surja de un acuerdo abierto o secreto bajo el nombre de “proceso de paz” y dirá NO.
5. No es sorprendente que un nuevo proceso se haya planteado en un momento en el que las tensiones y conflictos en nuestra región están aumentando y han surgido señales de una guerra a gran escala. Se debe oponer a cualquier intervención en los asuntos internos y las fronteras de los países vecinos, ya sea con el pretexto de la seguridad de Turquía o como posible resultado de la resolución de la cuestión kurda. El hecho de que estas intervenciones, que se están preparando, se presenten como si fueran en contra de los planes de Estados Unidos e Israel no cambia la realidad de que están alineadas con los mismos. En lo que respecta a Palestina el gobierno actual ya ha demostrado claramente que no tiene límites en su hipocresía.
6. Ambas partes, que se espera que se sienten en la mesa en el “proceso de paz” actual, han expresado de diferentes maneras que el Islam es una base adecuada para resolver la cuestión kurda. Es evidente que esto rechaza la legitimidad de la fundación de la República de Turquía. No se debe permitir de ninguna manera la institucionalización del neo-otomanismo en las políticas regionales o de una definición de laicismo que esté completamente despojada de su esencia en el ámbito social y político.

كن منفتحًا وصادقًا!
مدّ دولت باهتشلي يده للمصافحة وفجأة أصبحت “عملية حل جديدة للقضية الكردية”، التي أشيع أنها “وشيكة” منذ فترة طويلة، موضوعًا ساخنًا.
إن إصرار الحكومة على أن “هذه ليست عملية حل أبدًا” لا معنى له بعد نقطة معينة. فبالنظر ليس فقط إلى ممثليحزب الشعب للمساواة والديمقراطية بل أيضًا إلى جانب حزب العدالة والتنمية، من الواضح أن العملية ليست مجرد شائعة بدأت في العمل. يمكن للحكومة أن تسميها ما تشاء. لم تجلب العملية السابقة “حلاً” لأي مشكلة على أي حال. وقد قالالحزب الشيوعي التركي ذلك في بداية العملية وأعلن بوضوح أن حزب العدالة والتنمية لم يستطع حل أي مشكلة في تركيا. وينطبق الأمر نفسه اليوم .
ومع ذلك، فإن حقيقة عدم قدرة الحكومة على حل أي مشكلة لا يقلل من حقيقة أن المشكلة مطروحة على جدول الأعمال. على عكس ما يدعيه البعض، هناك بالطبع “مشكلة كردية” في تركيا والموقف من منع مناقشة هذه المشكلة يعمق المشكلة. وبعبارة أوضح، من غير المنطقي أن أي مشكلة في تركيا يمكن مناقشتها متى ما أراد حزب العدالة والتنمية وشركاؤه ذلك، وإلا تحولت إلى من المحرمات وأصبحت موضوعًا محظورًا .
ومن وجهة النظر هذه، فإنالحزب الشيوعي التركي لا ينظر إلى الغلاف، بل إلى الجوهر. من خلال مخاطبة الحساسيات المختلفة لمواطنينا، من الواضح أين أوصلت تركيا إلى التحيز الذي يختبئ وراء مفاهيم مثل الوطن والأمة والدين والديمقراطية والسلام والأخوة. لا يمكن حل أي مشكلة من مشاكل البلاد دون مساءلة ومواجهة نظام اجتماعي مليء بالظلم والانحلال. فكما أن المشكلة الكردية لا تختفي بالقول “لا توجد مشكلة كردية في تركيا، هناك مشكلة إرهابية”، كذلك لا معنى للقول “إذا تم حل المشكلة الكردية ستحل جميع المشاكل الأخرى .”
٠١ لا يمكن مناقشة القضايا التي تخص البلد والمجتمع بأسره خلف الأبواب المغلقة. إن المشكلة الكردية ليست مشكلة يمكن أن تندرج ضمن اختصاصات معهد وكالة المخابرات الوطنية أو أي منظمة أخرى ..
٠٢ إطلاق سراح المعتقلين ظلما وبطلب من السلطة السياسية.نهاية الأمناء والممارسات المشابهة، باختصار، توسع المجال السياسي تطور إيجابي.
٠٣كما أنه من غير المقبول محاولة منع مناقشة واحدة من أهم مشاكل البلاد بحجة “الإرهاب”، فمن غير المقبول أيضاً فرض “إرهاب الحل” بحجة “حل مشكلة”.لا يمكن السماح لحكومة حزب العدالة والتنمية، التي كانت الفاعل الرئيسي في كلا هذين الفرضين المختلفين في الماضي القريب، أن تلعب دور “اللص يافوز” مرة أخرى.
٠٤الحكومة الحالية لا تملك الشرعية لوضع دستور جديد. وفي هذا السياق سيقيم الحزب الشيوعي التركي ويقول لا لدستور يأتي نتيجة اتفاق علني أو سري قد يطرح على جدول الأعمال تحت اسم “عملية الحل”.
٠٥ليس من المستغرب أن تُطرح عملية جديدة على جدول الأعمال في وقت تتصاعد فيه التوترات والصراعات في منطقتنا وتظهر فيه بوادر حرب شاملة. يجب معارضة أي تدخل في الشؤون الداخلية وحدود الدول المجاورة بحجة أمن تركيا أو كنتيجة محتملة لحل المسألة الكردية. إن حقيقة أن هذه التدخلات التي يتم التحضير لها يتم تقديمها على أنها ضد خطط الولايات المتحدة الأمريكية وإسرائيل لا يغير من حقيقة أنها تتماشى مع خطط إسرائيل والدول الإمبريالية. لقد أظهرت الحكومة الحالية بوضوح أنها لا تعرف حدوداً في النفاق في قضية فلسطين.
٠٦إن كلا الطرفين اللذين من المتوقع أن يجلسا اليوم على طاولة “عملية الحل”، قد عبّرا اليوم بطرق مختلفة عن أطروحة أن الإسلام هو الأرضية المناسبة لحل المشكلة الكردية. ومن الواضح أن هذا النهج هو نهج ينكر شرعية تأسيس الجمهورية التركية. لا يمكن السماح بأي شكل من الأشكال بمأسسة العثمانية الجديدة في السياسة الإقليمية وتعريف “العلمانية” البعيدة تمامًا عن العلمانية في المجال الاجتماعي والسياسي.
